Enough for All
For most of human history, population and emissions grew slowly. In the last 50 years they surged, and society has now run into the planet’s limits. And the load is concentrated in a small, wealthy minority. At the root of climate change lies less a lack of technology than unequal wealth and an economy built on using too much. This page walks through the data on why we need to share wealth fairly and leave the overconsumption economy behind. Every number is sourced, and our own estimates are labelled as such.

The argument in four steps
Climate change is a problem of nature — and of economics. How fast, for whom, and with how much of the planet have we been consuming? The answers point to the direction society needs to take.
About 70% of all fossil CO₂ was emitted in the last 50 years — and growth hasn’t stopped.
The two inequalities have almost the same shape. How the costs are shared decides whether change happens.
1.7 Earths of consumption. 7 of 9 planetary boundaries crossed.
Adding renewables isn’t enough. Share wealth, cut excess, and build an economy that is enough for all.
A sudden surge
See how the right-hand end of the chart shoots up? Most people alive today live on that steep slope.
The world reached one billion people around 1800. By 1950 it was about 2.5 billion, by 1975 about 4.1 billion, and today about 8.2 billion — nearly double in 50 years. In the last 30 years alone we added about 2.5 billion people: as many as lived on Earth in 1950.
Emissions tell the same story even more sharply. Of all the CO₂ emitted from fossil fuels since the Industrial Revolution, about 70% was emitted in the last 50 years, and about half in the last 30. Most of it came after the world had been warned. The Limits to Growth and the first UN conference on the environment (Stockholm) both came in 1972, just before those 50 years began. The Rio Earth Summit (1992) met just before the last 30.

Population: UN World Population Prospects 2024. Emissions: Global Carbon Project. Atmospheric CO₂: NOAA Mauna Loa annual means.
And the pace hasn’t slowed. Population still grows by about as many people each year as in the late 1970s (70–75 million). Emissions and atmospheric CO₂ grew faster per year in the last 30 years (1995–2025) than in the 20 before (1975–95) — atmospheric CO₂ from 1.5 to 2.2 ppm a year.
Many people alive today have witnessed, within their own lifetime, most of the impact humanity has ever had on the climate through fossil fuels.
Population and emissions rose together, but most of the added emissions come from the consumption of rich countries and rich people. Population is growing mainly where emissions per person are very low. Growth slows as education, health care and women’s rights advance, and the UN projects a peak of about 10.3 billion in the mid-2080s. The heart of the problem is less how many of us there are than who uses how much. That is the next chapter.
Unequal wealth, unequal emissions
The people who emit the most and the people who own the most are almost the same people. So if we share differently, most people needn’t suffer.
Split the world’s people into three groups by income. The top 10% own about three-quarters of the world’s wealth and cause about half of emissions. The bottom 50% own about 2% of wealth and cause about 12% of emissions — yet suffer the most from climate damage.
排出:Chancel(2022、2019年、消費にもとづく個人の排出)。 Individuals worldwide ranked by income (not countries). Income and wealth: World Inequality Report 2022 (2021). Emissions: Chancel (2022), 2019, consumption-based personal emissions. The latest World Inequality Report 2026 finds almost no change: the top 10% own about three-quarters of wealth, the bottom half about 2%.
Greenhouse gases in CO₂-equivalent. Chancel (2022). World average ~6 t. The top 1% (about 80 million people) emit about 70 times as much per person as the bottom 50% (about 3.8 billion).
(Zucman 2024)。Like a board game that ends when one player holds all the money, an economy stops working when wealth no longer circulates. Today the richest 0.001% — about 60,000 people — hold over 6% of the world’s wealth, up from about 4% in 1995 (WIR 2026). Billionaires pay effective taxes of only about 0.3% of their wealth (Zucman 2024).
Flat charges like fuel taxes hit low-income households hardest. In France in 2018, a fuel-tax rise sparked the “yellow vests” protests and was withdrawn. Climate policy without fair design does not last.
About half of emissions come from the top 10%: private jets, frequent flying, very large homes, fossil-fuel investments. Cutting there reduces emissions a lot without squeezing most people’s lives.
If carbon-price revenue is returned to everyone as an equal dividend, the low-emitting majority receive more than they pay. Taxing wealth to fund transit, housing and health care means cutting emissions and improving lives at the same time.
The equal-dividend effect describes the mechanism; actual results depend on the country and the design.
Using the three groups above (per person: bottom 50% 1.4 t, middle 40% 6.1 t, top 10% ~29 t), try changing how much each group cuts.
Our own estimate. A simple model using Chancel (2022) 2019 values (individual greenhouse gases from consumption and investment) as group averages. There are large differences within each group. −35% and −55% are the cuts by 2035 versus 2019 needed for 2°C and 1.5°C (UNEP 2025), shown as yardsticks. Cuts for the middle 40% need not come from going without: cleaner electricity, electric cars and heat pumps also bring them down.
The planet’s limits
From August on, we’re borrowing from the future. We use more than forests, oceans and soil can regrow in a year.
Earth Overshoot Day marks the date when humanity’s demand for nature that year — resources used and CO₂ to be absorbed — exceeds what the Earth can regenerate in a year. In 2026 it fell on 30 July. We are using nature about 1.7 times faster than it can renew (1.73 Earths), the largest overshoot on record.
Roughly 60% of the footprint is CO₂ that nature can’t absorb. Climate change is the largest part of this overspending.
Global Footprint Network(国別エコロジカル・フットプリントと生物生産力勘定2026年版)。 Global Footprint Network (National Ecological Footprint and Biocapacity Accounts, 2026 edition). Country figures are 2025 estimates: consumption footprint per person divided by world biocapacity per person. The world figure is the 2026 forecast (Earth Overshoot Day). *Australia’s consumption footprint is not published in the 2026 edition, so its figure is from the 2025 edition (mostly 2024 conditions). India and Nigeria fit within one Earth (76% and 50% of one).
Most of “how many Earths” is the forest area needed to absorb CO₂. This carbon part is 62% of the US footprint and 64% of Canada’s (71% of Japan’s). How much fossil fuel a country burns is the biggest single factor in its number of Earths (the remaining 30–40% is cropland and pasture for food, timber, fishing grounds and so on).
All four are major fossil fuel producers. Energy has been cheap, and cities and ways of life were built on using a lot of it. What sets the number of Earths is not only individual habits but how society is built.

The “why” is our own explanation based on these data.
Planetary boundaries are nine “safe operating limits” for keeping the Earth system stable. Climate is only one. In the 2025 assessment ocean acidification joined the list, so seven of nine are now outside the safe zone.
Planetary Health Check 2025(ポツダム気候影響研究所など)。 Planetary Health Check 2025 (Potsdam Institute for Climate Impact Research and others). Most indicators are still worsening.
Where emissions come from
Tap a slice of the circle to see what’s inside: electricity, transport, making things, food. Almost everything in daily life connects somewhere.
Split global greenhouse gas emissions by sector and about 77% come from using energy — electricity and heat, transport, manufacturing, buildings and more. The rest come from agriculture, industrial processes and waste.
WRI / Climate Watch(2026年4月更新、2023年のデータ)。 WRI / Climate Watch (updated April 2026, 2023 data). Land use is net of forest sinks; gross deforestation emissions are much larger. Viewed through food instead, the whole food system — from farm to transport, processing and waste — accounts for about a third of emissions (Crippa et al. 2021).
Energy
Renewables are growing amazingly fast. But fossil fuels are still growing too. The grey band at the bottom just won’t get thinner.
About 80% of the world’s energy still comes from fossil fuels. Wind and solar are growing fast, but mostly on top of rising demand; fossil fuel use hit another record in 2024. From 2000 to 2024, low-carbon energy (renewables + nuclear) grew by about 17.5 PWh — while fossil fuels grew by about 48 PWh, some 2.7 times as much.
Energy Institute Statistical Review(Our World in Data 経由)。 World primary energy, 1965–2024 (PWh = trillion kWh). Energy Institute Statistical Review via Our World in Data. Renewables and nuclear use the substitution method; depending on the accounting method, the fossil share is about 81–87%.
Historian Jean-Baptiste Fressoz argues that the history of energy has had almost no “transitions” — only additions. Wood use kept growing in the coal age, and coal kept growing in the oil age. Efficiency gains can even raise total use (the rebound effect, or Jevons paradox). To stabilise the climate we must not only add new energy but deliberately cut fossil fuels and cap total energy use.
When the news says “renewables overtook coal”, that’s about electricity. Electricity is only about a fifth of all the energy we use. The other four-fifths — heat for factories and homes, fuel for cars, planes and ships — is still mostly fossil fuels.
In 2025, renewables (about 34%) generated more of the world’s electricity than coal for the first time (34.3% vs 33.1% in the first half). That is real progress. But electricity is only about 21% of the energy we finally use. Almost half is heat (industrial heat, space and water heating, cooking) and about 30% is transport — where renewables supply about 13% and just about 4% respectively. Across all energy, renewables come to about 13%.
電気:Ember(2025年の世界の発電と上半期の再エネ 34.3%・石炭 33.1%)。 Electricity: Ember (world generation in 2025; renewables 34.3% vs coal 33.1% in H1 2025). Electricity’s share: IEA World Energy Outlook 2025 (21% of final consumption). Heat: IEA Renewables 2023 and 2024. Transport: REN21 Global Status Report 2024 (2021 data). All energy: Tracking SDG 7 (IEA, IRENA, World Bank and others, 2026): 13.4% excluding traditional biomass such as firewood (18.0% including it). Years and definitions differ slightly — a rough comparison.
And outside electricity, replacement is much harder. Steel, cement and chemicals need heat above 1,000°C, or coal and gas as raw materials. Planes, large ships and trucks hit limits of weight and range with batteries alone. Cars, boilers and factory equipment last ten to several decades, so every fossil-fuelled machine bought today locks in emissions for years.
4% a year is the standard figure, based on a budget that gives only a coin-toss chance of staying under 2°C. Should a limit that protects lives rest on a coin toss? With a higher probability, the pace needed for 2°C becomes almost the same as the 1.5°C pathway.
Research also finds that warming has accelerated over the past decade (Foster & Rahmstorf 2026: ~0.35°C per decade, versus just under 0.2°C in 1970–2015). If that continues, the remaining budget may be smaller still. And every year of delay raises the pace required. 4% a year is not “good enough” — it is the bare minimum.
The two 2°C bars are our estimate for cutting CO₂ by the same percentage every year from 42 Gt at the start of 2026 so that the total stays within the budget (rate ≈ annual emissions ÷ remaining budget). Budgets are CO₂-only, from the start of 2026. UNEP’s 1.5°C figure covers all greenhouse gases, so it is not strictly the same yardstick.
Suppose we put off starting and emissions stay where they are (42 Gt a year) in the meantime. How fast would we then have to cut each year to stay under 2°C?
Our own estimate, using the same method as the card above: CO₂ is cut by the same percentage every year from the start year, so that the total stays within the remaining budget (from the start of 2026: 1,055 Gt mainstream, 538 Gt high-risk). “Straight line to net zero” instead cuts by the same amount each year, reaching net zero just as the budget runs out. In reality emissions might keep rising during the delay, or accelerating warming might shrink the budget, which would make it harsher still. The area under the line is the CO₂ that can still be emitted.
① Cutting by the same percentage never reaches zero. Emissions taper off for a very long time: at 4% a year they are still about 16 Gt in 2050 and about 2 Gt in 2100. A delay is balanced out in that long tail (after about 2050, where the line falls below the dashed one). For a 5-year delay, about 60% of the make-up for the extra ~77 Gt comes after 2080 and shows only as a thin sliver.
Cutting by a constant percentage is not an odd assumption. It means cutting a large amount at first and smaller amounts later — which is how real cuts are likely to go. The first cuts are the “low-hanging fruit” where technology already exists and is cheap: closing coal plants, saving energy, switching power to renewables. What remains later is harder — steel, cement, aviation, farming — and needs deep changes in technology and systems. And the earlier and deeper the cuts, the sooner warming slows, lowering tipping-point risk and leaving a margin in case the budget proves smaller than thought (if warming accelerates, for example). The “straight line to net zero” instead assumes the same amount is cut right to the end, which gets harder and harder near the finish. That is why mainstream scenarios cancel out the remaining emissions with CO₂ removal, below.
② Mainstream scenarios aim for net zero. In the IPCC’s Sixth Assessment, pathways that keep warming below 2°C (>67% chance) reach net-zero CO₂ in the early 2070s (median), then go slightly net negative (about 40 Gt). Choose “straight line to net zero” and the mainstream view, starting now, reaches zero at about that time (2076).
③ That net zero assumes large-scale CO₂ removal. It means remaining emissions from farming, heavy industry and so on are cancelled out by removing CO₂ — through forests, bioenergy with carbon capture and storage (BECCS), direct air capture and more. Most models remove around 500 Gt by 2100 (more than a decade of today’s emissions), some up to about 1,000 Gt. A budget is “emitted minus removed”, so counting on removal makes it look as if more can be emitted. But removal at that scale relies on immature technology and large areas of land, and is not assured. If removal falls short, even less can be emitted.
The State of Carbon Dioxide Removal(2024)による値で、「2100年まで続いた場合」はそれを75年分(2026〜2100年)足した私たちの概算です。 In the top row the area of each square shows the amount; in the bottom row, the length of each bar. Past emissions are our estimate: the IPCC AR6 total for 1850–2019 (~2,390 Gt) plus 2020–2025 emissions (Global Carbon Budget), including land use. Assumed removal is the typical value in IPCC 2°C model pathways (~500 Gt; the dashed outline is ~1,000 Gt in high-removal models). Current removal is from The State of Carbon Dioxide Removal (2024); “continued to 2100” is our estimate, adding 75 years of it (2026–2100). Forest removal is partly already counted in the land-use part of emissions statistics, so treat the comparison as a rough guide.
④ And 2°C is not a safe line. Even a pathway with a 50% chance of staying under 2°C risks crossing several tipping points (ice sheets, permafrost and more). See our sister site Before the Tipping Point.
Our view: waiting for cheap renewables to spread through the market will not reach the speed needed. Emissions fell only 5.4% in the year the pandemic stopped much of the world; cutting 7.5% every year, while protecting people’s lives, takes rules with real force — for example, legal caps and end dates for fossil fuel production and use, set deadlines to stop selling new gas boilers and petrol cars, and an end to fossil fuel subsidies. For such rules to be accepted, the burden must fall first on those who emit the most, with support directed to people on low incomes.
The gap
Even if every current pledge were kept, emissions would fall by only about a fifth of what 1.5°C needs. And those pledges aren’t being kept yet.
Global greenhouse gas emissions rose another 2.3% in 2024 to a record 57.7 billion tonnes (CO₂-equivalent). Each year the UN Environment Programme’s Emissions Gap Report compares the cuts needed for the Paris goals with what countries have pledged (their NDCs).
Required cuts: UNEP Emissions Gap Report 2025. Pledges: UNFCCC update to the NDC Synthesis Report (November 2025; global outlook reflecting new NDCs from 113 Parties). Pledges assume full implementation.
The figures in this chapter are the mainstream assessment from UNEP and others — central estimates, meaning a 50% chance of being higher. If you give weight to research by Hansen et al. and others finding that warming is accelerating (~0.35°C per decade recently) and that temperature responds more strongly to CO₂ (climate sensitivity ~4.5°C, about 1.5× the mainstream), the outlook is harsher.
High-risk view | |
|---|---|---|
| 今世紀末の気温上昇(約束をすべて守る)Warming by 2100, all pledges met | 2.3〜2.5℃ | 約2.8〜3.1℃~2.8–3.1°C |
83%~8%/yr 83% chance |
Even within mainstream modelling, Climate Action Tracker (2025) puts the 2030/2035 targets at 2.6°C with a 10% chance of 3.5°C or more. The high-risk temperatures are our own estimate, applying Hansen et al.’s sensitivity by multiplying the warming still to come from today (~1.37°C) by 1.5; they are not Hansen et al.’s own 2100 projections (Hansen et al. warn of 2°C around 2045). The cut rates are from the previous chapter. Compare the two views in detail on our sister site, Before the Tipping Point (high-risk view).
In other words, the world is promising to cut while planning to dig more. A double shortfall: targets below what is needed, and not even those are being met. The “renewables on top” we saw in the last chapter sits on these plans. Technology and pledges alone won’t close the gap; we need to cut fossil fuel production itself, and how much we use.
The limits of growth
But there’s good news too. The energy everyone needs for a decent life is far less than we use now.
“Decoupling” — growing the economy while cutting emissions — is happening in some rich countries. But nowhere near fast enough.
What is lacking is not the amount of energy or materials. Food, housing, health care, education, mobility and communication — what people need for a decent life — can reach everyone on today’s planet. The problem is that so much goes to the excess consumption of a few, and to an economy that stops working unless it keeps growing.
Hunger and poverty persist not because we cannot produce enough, but because it doesn’t reach those who need it.
Food supply is what is available, not what is eaten, and includes waste in shops and homes. Dividing GDP or wealth by population is a way to grasp the scale, not a claim that it could simply be handed out; much wealth is held as housing and shares.
The problem isn’t that there isn’t enough.
It’s how it is shared, and how much is wasted.
The direction of change
Thank you for reading this far. Cut the excess, add where there isn’t enough. Seen that way, change isn’t so scary.
The data point one way: return within the planet’s limits while supporting everyone’s life. That means redistributing wealth and leaving an economy built on overconsumption — together. Either one alone will fail.
Economist Kate Raworth’s “Doughnut” puts the goal in one picture. The inner ring is the social foundation: no one short of food, water, housing, health care or education. The outer ring is the ecological ceiling: the planet’s limits. The space in between is where humanity needs to be.
Today the world spills over the outer ring while leaving holes in the inner one. A study of some 150 countries found none that meets its people’s basic needs within planetary limits (O’Neill et al. 2018). Rich countries overshoot; poor countries fall short of the foundation. So the answer is neither simply “less” nor “more”, but redistribution.
An economy of enough | |
|---|---|---|
GDP growth as the goal | → | 人の暮らしと地球の健康が目的Wellbeing and a healthy planet as the goal |
Private sufficiency, public luxury |
Cut fossil fuels and cap the total |
Durable, repairable, shared |
Jobs and welfare collapse without growth | → | 成長に頼らない雇用と社会保障Jobs and welfare that don’t depend on growth |
This isn’t a call for everyone to tighten their belts. It’s about changing the system. So the biggest thing any one person can do is to talk about it, speak up and vote. In daily life, start with the big levers — flying, driving, meat, large purchases — where change is most noticeable.
There is one Earth.
And there is enough — for all of us.
